“A PGR entendeu que, com o intuito de definir novo regramento sobre regulariza\u00e7\u00e3o fundi\u00e1ria urbana, a lei 13.465\/17 n\u00e3o respeitou o protagonismo municipal sobre o tema e extrapolou a compet\u00eancia da Uni\u00e3o para editar normas gerais. Assim, resta evidente a necessidade de espa\u00e7o para a atua\u00e7\u00e3o legislativa dos Munic\u00edpios, sob pena de afronta \u00e0 sua autonomia e \u00e0s normas constitucionais de pol\u00edtica urbana.”<\/p>\n
